I think there almost certainly is a Cainite presence in the area. The flavor text (which we can most likely assume Drak is taking from the pregen, not inventing himself) goes out of its way to stress the idea that there is no Prince here.

Absolutely no one around the church, no one suspicious around the tavern other than a bunch of locals (big burly farmers and such, a few men have bows - probably hunters).

It depends where you get your information from. Some texts describe gangrel who can drag others into the earth with them and drag them about but it's probably really limited and potentially lethal to people who need to... like... Breathe.
